If you clone a 25 year old woman and make a new version with her exact body, is it bad to fuck that clone because the clone hasn’t lived 18 years yet?

Does she retain the same mind with the same experiences/ knowledge as the original? If yes then it's fine to fuck right away.
If the clone comes out with the mind of baby then no you should wait 18 yrs

If I cloned a 13yo and put the mind of a 25 yo in that body would it be okay to fuck her?

I would say yes, it's okay to fuck. I think the main problem with pedophilia is preying on a weak, undeveloped mind.
