Is this fat or muscle underneath my eyes and can I get rid of it

Makes my cheeks look much fuller and bloated. Is it possible to remove this if I reduce bf even more, or is it cheek muscle? Currently around 14%

Highly sure it’s buccal fat, I’ve heard losing weight won’t get rid of buccal fat but who knows.
 
OP, it's hard to determine what you're actually referring to, though it's more likely to be your malar fat pad, not your buccal fat pad which would be adjacent with your 2-year molar, located lower on your face.

Circled in red is where on your face I'm assuming that you're referring to:

It's hard to definitively determine with a singular image, but if you can tug at it like you're pulling at somebody's chubby cheeks then it's probably fat.
Could be fat, could be bloat, could be muscle, could be bone, it's impossible to tell with what you've given. Just remember that you will lose the fat on the upper-half of your face as you get older which will descend you, so spot reducing your fat in this area with something like Lipo Lab or Aqualyx might yield undesirable results later down the line.
Best is to just get to a lower body fat, try diuretics, see if that yields desirable-enough results. Then consider your more dire alternatives.

Thanks for the detailed reply. Yes it is the area you have circled and I'm pretty sure it's malar fat. I am recessed under my eyes so with the current malar fat it makes my nasolabial folds and eye bags seem more prominent. Hence why I wanted to see if it could be reduced.

Can dropping bf have a significant impact on malar fat or is it only minimal? I have never been close to 10% bf but am also quite skinny so would prefer to continue with lean bulking.

Dependent on your genetics, unfortunately I can’t simply tell you yes or no.
