Of course. Hair loss happens asymmetrically in most cases. Maybe it evens out at some point, maybe it'll never even out. Look at Cavill for example, one of his temples is more recessed than the other.

Depends on the hairline. I’m not a fan of transplants. If you want to lower your naturally high hairline, forehead reduction is better than transplant. It could also probably fix receded temples by pulling them down more. I don’t think it’s worth lowering the whole hairline unless you have a giga large forehead, not just quite large
