As you mentioned dark skin contrasts better with light coloured eyes which is a halo. Tanning also seems to even out the appearance of blotchy skin.

I think a skin tone like this is achievable and maintainable for most white people if they tan in conjunction with melanotan II peptides. Not if you have freckles though.
