In order to secure our nation and make it extremely difficult for bad people, including upper-tiers, from committing such terrible acts, we must implement the greatest and most powerful surveillance network this world has ever witnessed before. A 360 camera placed at every 500 feet on every part of this nation. Then fund a program for PMS. Pedestrian Mobile Surveillance. Pay homeless people, students, whoever wants to make a little extra dough to walk around or carry on with their day-to-day lives but with PMS on top of their heads.
