However despite this I still had to be the one to ask the girl if she wants to hookup/date and women have never outright said to me they wanna hookup or want my number etc, they will usually just try to start some sort of small talk with you if they're interested and then I take it from there.

If I go to a bar or a similar social setting women will sometimes start small talk with me and call me handsome/cute etc but none of them outright say "let's fuck" or anything like that lol.
