Yes the average man of one subgroup may be less organized than the average man of another subgroup, leading to one subgroup having a less efficiently run society.
But when the subgroup with the less efficiently run society still has the genetics necessary to produce specimens with a limitless ceiling that can be giga moggers and giga IQ moggers that inspire awe and push humanity forward, why do people make such a fuss about the differences when it comes to the averages within the different subgroups.

Yes the average man has a large part to play in the quality of the society in terms of how well the every day running of the country stays on track but nobody cares about the average man of a society under any other circumstance.

In all walks of life people only care about the people who have achieved excellence or show the potential to do so by being giga outliers.
If a subgroup of Europeans is able to produce an insane number of exeptional people per capita, then their genetics should be judged moreso by their ceiling rather than be judged on the basis that the average man of their group is less impressive than other subgroups of Europeans.
