i wouldnt say that. Sure, having your keys in your pocket while drunk is not a good idea but it's not the problem. The problem is getting behind the wheel

and i dont consider hitting someone to be a decision since drunk drivers dont decide to do that, obviously.

So there is really ONE direct decision that led to that outcome: getting behind the wheel while drunk
