It would be possible for someone to get caught on camera but disappear outside of town or somewhere underground. The footage would be useless. Many people are around that height and the criminal could height-fraud. Being 6'5+ obviously would be inconvenient tho.

That's what I meant by height-fraud. The criminal would purposely change their gait and posture to appear shorter while wearing clothes that are too large for them.
