everytime I go to Russia for summer, I catch myself doing shit like that. One time I went in the elevator with someone, and said "hey" and smiled. This is absolutely normal in US and it would be impolite not to do that. In Russia the guy looked at me like I was autistic or smth

LOL, yeah...you only do that with people you know, not strangers or they will think you hit on them.
You see back in the communist era life was tough, people rarely smiled - cashiers, waiters, receptionist, etc. didn't smile at you because there was no need, they could even be rude without any consequences, what could you do - go to another store, restaurant, hotel ? Everything was owned then by the state, it was the same everywhere, there was no free market, no competition, everyone had a job and they couldn't be fired for such a minor thing...
When communism fell, many foreign companies came and opened here business. McDonald's for exampled asked their employees to smile at customers, and this caused a lot of hilarious incidents - people were confused, some thought they were mocked, others that the workers were hitting on them, some clients even started fights because of this. McDonald's eventually dropped the smiling thing here.
