he just has no ramus, and a low hyoid. Also in the photo it looks like he's tilting his neck back which could make him look more recessed

no, look at his chin relative to the rest of his face. it's way behind his lips. His mandible is obviously significantly recessed. His low hyoid just amplifies the effect.
