First you have to understand that chinese or soviet economic plans were not designed by Marx, he never wrote a tutorial on how to guide a nation's economy step by step, this is up to economists of said nations.

For example, Russia was a feudal nation prior to the revolution, and according to Marx Russia would have to first pass throught a capitalist stage to then go to a socialist stage and finally to a communist stage. Central planning is part of every economy even to this day and Marx never advocated for workers communes but for colletivization of the means of production(but still not in the way applied in early China and Soviet Union).

According to Marx, colletivization of the means of production should happen in a gradual way, overthrowing the burgeoise by degree. There would still be a market and inequality during this early stage because of biological and social differences between the workers and the main goal of this stage is to advance the productive forces.

Early maoist China was a feudal nation who tried to jump right from feudal to socialist from a day to another, which is totally not in line with what Marx actually said. Modern China is a better example of Marxist theory(which doesnt mean that Mao's China wasnt important).
