I don't understand how this blocking websites works. Is there a person whose job is to look at all the sites visited and determine to block them or not?

I'm not much of an IT guy but, I'd assume that Library/Uni has a contract with a comapany that uses an algorithm in which it filters certain websites based on topics and content deemed inappropriate such as sexual content and "extreme" ideas. Just a guess though.
