Well obviously if you are fat then lose that fat, but you are not bloated, you just have a lot of fat in your face. If you are not fat and your face is just naturally like that and there is surgery for removing fat from your cheeks called buccal fat removal, that would probably help

Your face definitely looks better in the second photo so whatever you did from the first photo to the second, keep doing that.

You are also young so you can still do lots of effective looksmaxing, read some more info in the looksmaxing section and ask questions. Lots of people will just shitpost and call you a faggot but there are lots of people who can help you and know what they are doing
