I think the intel agencies just let them happen, they have been doing the same with retard whites as of recently. Goading them into extremism and then allowing them to do their thing.

This obviously doesn't apply to low sophistication attacks like stabbings and car rammings, but more to 9/11 or London bombing type affairs.
