Yes your maxilla is a bit flat but it really is mild. I only notice it because I've trained myself to see it. You're not severe in any way. I wouldn't worry about it.

I've yet to see any evidence of major changes in adults.
Forward head gear, if it worked, would just push his upper jaw backwards, which is not a good idea here.

nonon not that headgear this one (https://forwardontics.com/products/bow), + most of overbites are caused of shitty jaws development (both jaws), and obviously you would need to wear facemask 12+ hours a day, thats how it works, and it would give him a good advancment with the right force, even 30 year olds use this.
