Yes your maxilla is recessed, its common in asian genetics, and yes there are surgerys for it like lefort/bimax

Looks like your teeth are fucked, Can be fixed with upper premolar extraction and then bimax + genio. Consult an orthodontist and maxillofacial surgeon. (Surgeon first)

As someone mentioned here, your jaw development is decent.
It’s everything above the upper jaw that is retruded.

Any midfacial advancement procedure is highly invasive and probably not worth it if you’re frontal view is good.

Your maxillary retrusion is more acceptable for someone of your race though.
