It's related to strong masseters. Most people have downwards growth, that's why all people you see with this feature have downwards growth, lol.

Not necessarily, it's literally just a feature. A more developed masseter that covers the entire gonial angle can make a antegonial notch, a guy with brutal downgrowth can have an antegonial notch etc
