The true meaning of a word is whatever is prior to you chosing the word. The word is just attached to the meaning. Thats what makes possible translation accross languages. Meaning is whatever you latch on to while youre deciding which word to use, and against which you measure each of the possible words to find the one which bears most resemblance and therefore is most appropriate.
It is similar to what is prior to you moving your arm, some sort of intention that can only be grasped after the word is chosen or the arm is moved. You cannot intend to move your arm without moving it, or intend to express something without making use of the words that express it. The meaning behind you moving your arm or saying something is your intent of doing both.
Will is blind. If you had no body, no vocabulary or other objects at your disposal you would be only a force, a will in the void, without outlet for expression, and you wouldnt be self conscious at all, as intention can only be grasped when reflected on something. Consciousness itself is a will, the will to know, but there must be something to know.
