This is something I'm beginning to lean towards. In the past I almost fell for the anti-meat propaganda, but that was during my bluepill phase. Now I'm of the view that if the elites are promoting something (in this case, anti-meat propaganda) then it's probably not true, and serves some kind of ulterior motive. My guess is that they know meat is expensive to produce, so they just want to condition the masses into not wanting meat anymore, so that they don't have to feed them as much high quality food.
I would even argue that this goes even for many processed meats, and not just "real" meat.
