Since hormones are fat soluble, if you have no other choice skim milk would affect hormone profile less. But then again some people will say whole milk is better as the cholesterol may help metabolise testosterone. Though if one had to pick, free farmed raw milk would be ideal. May be worth a try to cut milk out your diet and see how it goes, but remember to replace the lost nutrients.
