You're right. It seems like everyone sees "destroying collagen" as a blanket cause of anything that negatively impacts the skin around here.

Minoxidil can cause some fluid retention and dilation of blood vessels under the skin. Potentially worsening eye bags and darkness.

I used min on my eyebrows and didn't see any side effects - didn't see any positive change either though.
