well it’s usually not worth it before 18, unless there’s a clear deficiency or medical reason and a doctor is involved.
Minoxidil can stimulate hair growth, but for eyebrows it’s off-label, and at your age your follicles are still maturing naturally. A lot of teens see eyebrow thickening on its own by late puberty, so using minoxidil early can be unnecessary risk for marginal gain. Downsides include skin irritation, shedding phase, asymmetry, and dependency (you may lose gains if you stop).

Minoxidil is pretty much no risk even below 18, it doesn’t alter your hormones or anything, if you get itchy skin under it then you are likely allergic to the delivery agent but except that and the obvious stuff you know that if you stop it the gains disappear it’s nothing crazy. My sister uses it too for brows
