it really really small in absolute terms, the length is pretty good, but since the maxilla is so forward, he would need an even longer body to have a perfectly ideal bite most likely

if you tilt the picture and align the face in frankfort posture (make an imaginary straight line between the ear tragus and the infraorbital) and then make a perpedicular line along the glabella (this is the famous frankfort plane test), you'll see the mandible is indeed behind the browridge. That means that by definition he is recessed. also his lip seal is pretty bad and it is obvious that he has an overbite.
