Midface ratio takes into account stuff like philtrum length and lip depth and border. Actual midface is the upper facial height of your face:
As you can tell, the philtrum and other stuff are part of the lower facial height so shouldn't be accounted for when measuring midface. The proper way to measure midface is to divide the ipd over the upper facial height, or to make an angle between the ipd and the bottom of nose like so:
Ideal measurement is 66 degrees with the angle or 1.28 when dividing the distances. Make sure to measure it on frankfurt plane as well.
