when you increase concetration of a particular molecule on a surface, that causes more of the molecule to penetrate that surface
if you use 5% you should be just fine which can be seen from clinical trials, but if you increase the concetrations to 8+ things might get problematic, i believe its unlikely RU itself causes the sides, but its metabolite - nilutamide, which can cause lung disease. in a case you are unlucky enough for it to go systemic, try changing the concetrations and it will most likely go away
