At 17 I was in way better shape due to weightlifting and girls loved it.

Basically I weighed exactly the same as now but at ~12% and now I'm at 20% at the age of 22.

Will it be quicker to regain the shape I had at 17 than I took back then?
 
I lost 10kgs after quitting the gym for a year and regained them in 3 months with lower bf%

Yes. Plenty of studies supporting it, the myelinisation stays.

Yeah.
Keep in mind I went all out those 3 months.

Perfect diet + 2/3 hours training 4 days a week + stretching

Yes. I've been out of the gym for years, I squatted 180kg in 2017 and first workout back I got cramps at 60kg for 5 reps. After like 5 or 6 sessions I was doing 105kg 5x5. Thats way quicker than a new guy starting up.

Mogging new guys
 
When you build muscle (hypertrophy) you build new fibers..
When you stop lifting the fibres lose mass but they are still there just a lot smaller.
Start lifting again and body adds mass to those fibres much easier and quicker
