Yes, it is surprisingly true actually. I never notice it till i saw a redpill video about this topic and live in the west. I observe girl friends (not girlfriends) and girls i know, and it surprisingly true. Important to remember that it's lack of father figure a.k.a father is not around, so even if the father is still alive but they live far away from their father for a long time it's still has the effect. There are same pattern/sign there, first they will dye their hair to outlandish bright colour (usually red/pink on the first time, hence the meme), just like you said, to grab attention. Second, if there still no male figure/father figure around (usually they ask for their male figure permission and/or suggestion before doing the second thing), they will get a tattoo. Third, they will have piercing, usually on their nose. This all from what i observe, however the order is not always the same, sometimes they will have one thing before the other.

I have an experience, so i have a friend, she's a girl in her late teens. I was already knew this things at that time. Both of us are foreigner in the same country, so she's far a away from her father. She's still behave like a child (I mean really childish), so I can argue that her mentality was not mature yet and so I was assuming that she still need father figure badly. One day she has exams that she had to pass in order to continue study on higher level of education, knowing this matter, i was thinking if she fail, I bet she would dye her hair to some unnatural colour. She failed her exam, aaand I was right, she dyed her hair to an outlandish colour
Why I would choose observe her, but not some other girl? because she shows sign (and some good criteria). First, looking at her age and mentality, we can see that she's still growing up, in other words not mature yet (although I know you all will say, foid will never be mature in their mentality, but you knwo what i mean by that). Second, she once said to me that she really want to get a tattoo, but her brother won't let her do that (look at my previous theory on the first paragraph), this is a sign of previous similar situation (breakdown), I argue. Third, she was always said that she miss her family, especially her father, all the time.

Note: What i mean by observing is not like I stalk or do a tight observation like you would do to an object or something, but what i mean here is solely just like when you meet people you can learn something from them by looking at their behavior and character, you know what i mean. All in all I think, girl need father figure especially when they're growing up till at least 28 (my assumption) as an authority figure to guide them, prevent them to do outrageous (that mostly harmful) habits/things or as a figure to give them a logical suggestions. They need them especially whenever they encounter a hard situation, failure, and mental breakdown. Just like you said, they are looking for attention, because there's no father figure to give them attention they need, so they colour their hair in outlandish bright colours, get a tattoo, or acting in a "seducing manner" in social media to grab (obviously male) attention. About why they are liberal or supporting BLM (which is a trend at the moment), I agree with OP.
I argue that in the more traditional and religious society (as I compare my country and western countries) this phenomena would rarely happen because there is still tight control in the society, in other words society act as an authority or father figure, therefore in case of absent father figure, there's still a norm/custom/law that prevent them from doing "belong to the streets" things.
