Personally i think dark dense eyebrows+dark eyelashes+very dark brown/black eye colour is exoticish.

idk if it's your neck but when front facing the camera you look like you're tucking your chin into your neck or maybe your neck is just pretty big, it's not a massive failo. PSL scales kind of depend but I'd say 5-5.5 PSL for 17
