At his age, all that depends on some other factors, not only the genes of mom and dad. Be sure to help your little brother have a good diet, exercise with him and tell him to sleep enough and not do drugs, he may grow a lot if he does all this, if he just ldars at this age he sure won't grow.

Maybe he is a late bloomer, I was 4'9 at 14yo

now I'm 6'2 at 20

but to be honest I knew I wasn't gonna stay short because my dad is 6'1.5 and my mom is 5'7

Depends on when he started puberty. I was only 5'1 at 15, but because of my late puberty I had my growth spurts in my late teens to early twenties.
