LOL, he's just waiting for a bribe then, this is how things work in poor and corrupt countries, even the doctors are shady, they try to bullshit you, tell you all sorts of crap, but in reality they are just waiting for you to give them a gift, bribe, something, I had plenty of experience with these kind of hacks in Romania: I was in pain and they said something like: "Pain builds character my son, you must endure it, I can't give you painkillers, you could become addicted".
