Yes it could be narrowed down to him because CGNAT essentially gives multiple people same Public IP even though they have different router IPS, that site can only see your public IP. It depends on his location but some countries use CGNAT more, for example in my country pretty much almost everyone is under CGNAT, it's not really a choice you can make unless you specifically buy Static IP which most people don't because you gotta pay extra money for it
