Because in the 1970s white people used to go in groups and beat up people who looked Pakistanis. It has a history of violence. Take the word "nigger" for example, it is from the Latin word "niger" which means "black." To defend the usage of the first term and say "but it's just a shorter form!" is akin to using the second term and say "but it's just a color!" It doesn't apply because there's a history of violence between both those terms, hence why they are slurs.
