The difference between the two is the fact that both take over different peroids of time. If you force race mixing between two groups that are fully alien, you will only get a mess that is both mentally, culturally and genetically a failure. Lets say we mix an African and an Asian, you will get something unnatural, too distant and too alien to be paired. It is why it should not exist. For example we have what we are dealing with now a days with extreme mass migration. All of these mixing races, eco systems and kinds is only upsetting the natural order of nature. The meddling of mankind's hubris is nothing but a fuse ready to light a blaze to consume the entire race it's self into nothingness once more.
Now if the race mixing occurs over thousands of years, is of close relation; then it is an acceptable, natural and healthy mixed race. In which it creates a new race of people. The same way evolution creates a new sub species. In this I can only really think of one good example is the Uralic people. They are the ancestors to the Finnish, Estonians and Magyars (Hungarians). Those kinds had thousands of years between relating races to mix and develop on a natural scale for a very long time that is acceptable in the times of natural selection. As the area where they came from was always mixing with Eurasians and Europeans. As we do not know much about the past, I am willing to bet there was another race between the Eurasians and Europeans that conjoined with them over the centuries bringing the Uralics and the so called Steppe people too.
That is what makes a natural race and an unnatural race mixing. One comes by time and no force and the other is a declaration of warfare upon another tribe.
