Need help from a eye surgery for expert

I asked my gay barber today, how he would rate me, and which surgery i should get. He immediately told me i need eye surgery (eyelid reduction), and then i will be fine. He thinks they make me look tired and older.
So what kind of surgery do i need? Would a upper eyelid blepheroplasty give me even more lid exposure, and a less hooded more female look? In my country a bleph is around 2-4k at a good surgeon. Would a brow lift or just fillers be the solution? I have the money to do surgery asap.
