When I moved to my new place I made the mistake of interacting with my neighbors jfl and at first it was ok but we fell out over something. I now have to live beside someone whos honestly mentally insane and violent. If I had just ignored him at the get go I wouldn't have to have a cortisol spike living next to him.
I think men in general will eventually fall out due to male on male competition and the dominance instinct, especially if you differ in some way. So over the course of a span on time you're likely to fall out with them. Its better to just ignore them so this never happens given you don't want a neighbourly feud that goes on for years, maybe the rest of your life in some cases.
The police or land lord will likely do nothing given its not like they can just remove the person. Even if the person went to prison they will eventually come back and might have connections.
I think its part of becoming an adult, but lesson learned is that its better to mind your own business rather than getting involved with co workers, neighbors etc. who will likely be a thron in the backside if you fall out. Just do your own thing and give them the odd "hi" or whatever.
