Of course they're aiming for the legs, but running mans legs are hard target. Imagine yourself as the police officer, you're running as fast as you can, your hands are far from stable. The distance is growing, so you decide to stop the suspect by firing at the legs, and it hits in the back. I've never fired a gun and will never be a police officer, but I can imagine it's not as easy as in video games. Don't be so quick to judge.

The cop lost his job, and will probably get a new one as a guard or something. The criminal lost his life, and will be forgotten within few months. He can't even be made in to a martyr, as anyone with working pair of eyes can see what he was doing. What a loser, the highlight of his life was being shot by a police he tried to tase.

And pistol and a taser isn't exactly military grade gear, fool. I can be completely objective as I'm neither American or British, but despite the riots in the US, I can comfortably say I would much rather live in there than in UK. UK is a total hellhole with terrible wimpy police and justice system. Imagine getting acid thrown in to your fucking face, and the guy who did that gets something like 6 months in jail. How fucking horrible would that feel? It would make it 20 times worse.
