It took me a minute to understand what the fuck you are talking about but then I remember hating Star Wars and other blockbuster franchises for this particular reason.

Like in Star Wars they have no problem killing, without a millisecond of thought, the fuck out of storm troopers who were taken away as children or were forced to be soldiers, but killing powerful ass Siths or dark force users is not ideal and the main characters would rather try bringing them to light while putting their life on the line in the process

when I was watching Batman I was wondering the same thing
he is giving permanent brain damage to some of the guards, breaking their legs/arms, basically beating the shit out of them nearly killing them but when he gets to the Joker, Two Face, the Penguin or any other villain he is doing anything to stop them but without nearly killing them

The faceless background characters are okay to kill for the hero because the audience doesn't register them as human. Why do you think the evil army's uniform typically includes a helmet that hides the face? It allows for some other tropes as well, but mainly, it's to dehumanize them so the heroes can kill them in great swathes without becoming unsympathetic. The main villains are not faceless, and they get screen time allowing for the audience to get to know them and register them as human, so unless they're awful and unlikable beyond all redemption, the hero does not have the green light to kill them due to the law of empathy. It's basic storytelling, not a Jew conspiracy.
