Nose Shrinking: Hydrocortisone

Will it only work if the nose is inflamed?
I have very thick skin on my nose and I know skin thinning is a side effect but I heard it only really works if your nose is somewhat inflamed.
Can someone confirm and if anyone can give any other topicals that can thin the skin?
