only western Europeans behave elegant,why

Eastern and Southern Europeans are not so elegant, and some behave like rural class or something like this, even if they are rich. Not to mention other races, blacks, Asians, their manners are not elegant. Only Western Europeans behave elegant,and Western European Americans,even if they are poor.Why?

its not about what part of europe behaves certain type, its about how people are taught and the way they grow up, more elegeant people are in west eu ebeacuse they grow up somewhat rich and stable, however here in serbia, even rich people are animals, they think driving fast cars and gold chains is something to be proud of, no class at all
