Oral or topical minoxidil?

Currently I use 5% minoxidil on my hair and eyebrows, but I see many people saying that oral minoxidil is much more potent, but it causes swelling and there are good reports of heart palpitations. Is there any significant difference between using oral minoxidil and topical minoxidil? And regarding eyelashes, does topical minoxidil applied to the eyebrows already have a systemic effect, causing it to reach the eyelashes?
