i think it looks like shit. only benefit is that it hides imperfections. if your skin is clear then pale white skin gives you a fragile angelic type of look

u can try to get ur derm to perscribe u hydroquinone, avoid sun exposure as much as possible, thats pretty much it unless ur a dumbass willing to risk skin damage poisoning etc with asian skin bleaching creams or somehow getting ur hands on monobenzone "dont recommend".
