Thing is that AMD CPU's have gotten so fucking good the last 2 years that many prefer them and games will most likely be optimized for AMD CPU'S in the future, especially because consoles use full AMD hardware.
Intel can be better price/performance but I wouldn't go with them because if you wish to upgrade you will have to change both mobo and CPU. With AMD's Ryzen 2600(x) or 3600 you'll be able to upgrade when the CPU without having to get a new mobo for the next generation.

I build my PC like 6 months ago so I can't really give you a build, but if you want kinda budget I can give some ideas.

CASE: Phanteks P400A. (Absolute best case price/performance wise you can get, insane air circulation with 3 free fans.) ~80€
GPU: Radeon Red Devil 5700 xt (Second best high end price/performance card, can be fucked with 3 times before bricking card) ~500€
CPU: 2600x (Easily handle 5700 xt, upgrade to next gen when it comes out if needed) ~150€
PSU: Any reputable gold rated tbh ~150
MOBO: What ever the fuck you need, should probably get a B450 ~150
RAM: Find RAM that is best compatible with CPU, 16 GB ~100
1 TB SSD: ~150€

A bit over budget but this will get you a high-end PC with everything you could need. Should probably ask someone more knowledgable tho.

The processor than could not understand how to properly factory clock a quad-core, or leave much breathing room for overclocking one in terms of clock stepping.
Man, I wanted that Q9300 so bad, but I can't afford it. Guess I have to get a shitty AMD Phenom processor...
I tried to overclock my Phenom X4 9500 and the damn thing melted its leads into the socket... Should have gotten a Q6600...
