Allen's rule doesn't necessarily lead to taller humans, since they would produce more heat just because of the increased height and number of cells.

The deciding factor is the surface area. Populations on cold climates usually have thicker torsos and smaller extremities, like arms, while warm and tropic adapted populations have longer torsos and longer arms, giving them a larger surface are to dissipate heat, this would also explain why some black sub races have wide clavicles, narrow waists and protruding full looing muscles, compared to Caucasian and asian populations who seem to have thicker waists, narrower clavicles but the same strength level given less full musculature (on avg).

Allen's rule actually brifely mentions this, but for me it's in another terms:
