This is literally only due to soft tissue and absolutely nothing else. It doesn't have to do with infraorbital rims being recessed, let alone maxilla or anything like that. This is one of the few things that people on this site are always getting wrong for some reason. If this was the case then there wouldnt be forward grown faces with good maxillas and NCT, and recessed faces with neutral tilt and positive tilt. On top of that there is literally nothing to even support the theory to begin with, yet it's always brought up in every thread when someone mentions NCT.
