Please explain the economics of Youtube shorts to me.

Case in point, this youtube Channel has only shorts, it has dozens, maybe hundreds of frauded drama shorts. Obviously there are production and actor costs for the shorts. Yet I never see any commercials on shorts. How much does Youtube pay for views on shorts, and why would Youtube pay anything for views on shorts if they are not getting any ad revenue from the shorts?
