I think fixing your canthal tilt (it could be caused by overhooding) and the height of your eyebrows could be a good start.

-try to thicken ur eyebrows idk why there so thin
-loose fat if u can
-change the hair so you cant see the norwood

pic 2,3 and 5 are bad for tinder

Do you recommend shaving down the mustache and if yes what goatee, is there a possibility of only shaving the mustache partially?

You could try to use minoxidil to make your eyebrow height taller. They don't need to be shaped.
If that fails, surgery is the only way to go.

regarding minoxidil, do you think eyebrow and eyelash become permanent eventually (i have gotten mixed answers). if so, after how long?

Do you need a hair transplant? I think that's not really necessary.
Longer hair is better on you for sure.

Were I in your position, I would begin with increasing hair volume/density and opting to lose some overall body fat to reveal the underlying jaw structure. You’ve got a pretty damn good front as is what with the coloring (green eyes especially). This feels like it could be one of those ascensions with pretty much no hardmaxxing needed to bump you up a tier.
