I agree with you that there may be an even more advantageous time to pull this off in the future. But increasing birth-rates now would only have an effect on the country/military in 20-50 years when they come of age.
During this time, germany may have fixed their military/cultural/demography deficit as well, leading to no real advantage gained.

Just because Poland 'isn't ready' doesn't mean it's a bad time to strike, when Germany is currently in an extremely weak-state and even less ready.
