What nonsense. You are talking about verse 17-18 and say various later verses are dictated from God? Read the chapter, those are Moses's words with no reason to think they are from the Lord. It doesn't even say the Lord commands through Moses, Eleazar says to the soldiers the law given by God for how to cleanse stuff.
