What he means is that regardless of where you are born and how you perceive yourself . It's boils down to how others identify you which is determined by pheno and characteristics. i,e, both of my parents are from Guyana in south america and i was Born in the UK and my grandparents are from India . I have an indian pheno and features which is clear to others therefore I am indian not south American and not English.
